ASD Transition to LEA Application
A charter school in the Achievement School District (ASD) that is eligible to transfer to the Local Education Agency (LEA) must complete an application and be approved by the LEA to transfer authorization from ASD to the LEA. As stated in T.C.A. § 49-1-614, prior to a school exiting the ASD, a school transition plan should be developed and approved. The transition plan must include how parents will be notified with future school enrollment options.
The first step in applying to transfer from the ASD to the home LEA is to submit a letter of intent to the department and the potential authorizer, which is the LEA where the public charter school is located. The letter of intent must be submitted 60 days prior to the application.
The next step is the completion and submission of the ASD Charter School Transition to LEA Application. This should be submitted to the department and the potential authorizer. T.C.A. 49-13-107 establishes the deadline for the application as being “on or before February 1 of the year preceding the year in which the proposed public charter school plans to begin operation.”
Key Points
- An application will be considered complete if it includes all the contents outlined in the “New Start Charter School Application.”
- Applicants are required to submit one electronic copy of the complete application to the department AND may be required to submit up to five hard copies, and one electronic copy of the application materials to the authorizer.
- Charter authorizers may charge a charter school application fee of up to $2,500 for each charter school application.
- In addition to the state charter application, each local board of education may ask charter school sponsors to address additional priorities. Be sure to consult with the potential authorizer to determine if additional materials are needed.
